STTA Forestry Management and Governance Specialist, Jakarta based
Tetra Tech ARD is currently accepting expressions of interest for the
STTA Forestry Management and Governance Specialist, Jakarta based on
our USAID LESTARI project. USAID’s LESTARI project supports the
Government of Indonesia to reduce greenhouse gas (GHG) emissions and
conserve biodiversity in carbon rich and biologically
significant forest and mangrove ecosystems.
Job
Summary
to identify a clear path for improved LESTARI interventions
that will lead to better forestry governance and improved forest
management in state forests outside of the national parks and
conservation areas
in LESTARI landscapes.
Focus of the assignment will consider the
consequences of re-alignment of forestry service authority from the
District to the Provincial levels due to the implementation of Law 23 of
2014, and the annual forestry plans (RKT) at the District,
Provincial and National levels as articulated in Permenhut 10/2010,
36/2013 RKTK and Permenhut 1/2012 Pedoman RKTP and other national /
Provincial level policy on land and forestry use that present policy
contradictions and uncertainty (e.g., SK Menhut No.
529/2012 RTRWP and Permenhut P.49/2011 RKTN) while anticipating
imminent revision of PP44 on Forestry Planning and appropriate revision
of Permenhut 10/2010. S/he will also provide clear strategies for
LESTARI where peatland is prominent and where hydrological
management is essential for the sustainable management of the landscape
requiring management integration of peatland management units (KHG) and
forest management unit (KPH) areas; consider recommendations from the
KPH Expert regarding capacity building needs
and governance of forest management units (KPH) as part of integrated
forest management planning and further examine the transitional phase of
forestry services coming under authority of provincial government, and
needs for horizontal and vertical coordination
between forestry and other services operating in the same landscape,
notably, agriculture, mines and land, as well as with village
governments whose role has been enhanced through Law 6 of 2014.
While
focusing on state forest areas, s/he will take into account
threats and opportunities from surrounding private land and village
areas in which both are located. The consultant will work closely with
the Decentralized Governance Specialist with regard to
inter-institutional coordination challenges and the Sustainable
Land Use Planning Coordinator with respect to land use functions
especially where there is uncertainty such as in the absence of approved
District/Kota spatial plans (Pulang Pisau, Katingan and Katingan) or
those under revision (Mimika and Asmat) that significantly
overlap with LESTARI landscapes.
Requirements
include previous experience in a similar position for USAID project or
other international donor projects; experience in working on forest
and/or NRM policy issues in Indonesia, at the national and sub-national
levels; specific and recent experience in current forestry management
developments; has knowledge of forestry land/natural resource
management; demonstrated ability to motivate and build capacity for
sustainable development; strong written and verbal communications
skills; fluency in both Bahasa Indonesia and English; familiar with
USAID procedures and regulations is an asset; and willingness to travel
extensively in Indonesia. University degree in related field required.
